Encinitas Patch Week in Review

Taking a look back at the week of April 10, just in case you missed something.

This week, Encinitas Patch reported the hit-and-run death of a bicyclist in Leucadia, attended a City Council meeting about outdoor dining, proudly presented the new Patch app and more.

No charges were filed Thursday against a Carlsbad man arrested in connection with a crash that killed a bicyclist in Leucadia. James Steven Swarzman, 47, of Encino, was struck from behind about 1 a.m. Sunday in the 1200 block of N. Coast Highway 101. The driver did not stop and Swarzman died hours later at Scripps Memorial Hospital La Jolla. The case is still under investigation.

The Encinitas examined the rules and regulations of Wednesday, drawing from a city staff report focused on the needs of pedestrians and local businesses that have to share sidewalk right-of-way. City planners will consider the council’s comments and return at a later date seeking approval for an updated policy.
