Sheriff's Blotter: Sex Offender Arrested After Failing to Report Name Change

Items of note from the desk of the Encinitas station of the San Diego County Sheriff's Department as of July 19.

  • Deputies arrested a registered sex offender who failed to report a name change, according to reports at the Encinitas station of the San Diego County Sheriff's Department. The arrest came after Francis Desalles Dufour, 53, was stopped at the intersection of East D Street and South Vulcan Avenue on the afternoon of July 12. Dufour was subsequently booked into County Jail in Vista. Jail records show he is being held on $25,000 bail and is scheduled for a court appearance July 21. Dufour has been in violation of the state's registered sex offender law since June 1, according to the Megan's Law website operated by the state of California. He is a transient with an offense record of annoying or molesting a child under 18. The website contains no record of where or when the offense occurred.
  • Justin Allen Perkins, 24, was arrested on an outstanding warrant after deputies were called to investigate a report of a suspicious person in the 400 block of Sandalwood Court on the afternoon of July 18. He was booked into County Jail in Vista following his arrest. Jail records show Perkins was scheduled to appear July 19 in a North County courtroom on felony drug possession, misdemeanor drunken driving, reckless driving and other drug-related offenses. 
  • Deputies arrested a 41-year-old man on suspicion of violating a court order after they were called to West J Street at South Coast Highway 101 on the morning of July 17. The suspect, identified as Dean Jabas, 41, was booked into County Jail in Vista on the misdemeanor allegation, based on a complaint by a 44-year-old woman.
  • A 61-year-old man was arrested after deputies were called to the 400 block of Encinitas Boulevard on the morning of July 17. Kenneth Murray was booked into County Jail in Vista on a misdemeanor battery complaint. The victim had no apparent injury, according to the report.
  • Deputies arrested a 36-year-old man on a battery complaint after they were called to the 400 block of La Veta Avenue on the evening of July 17. Jenario Rios was booked into County Jail in Vista on a misdemeanor. The victim was not injured.
  • Three juveniles were cited for possessing alcohol after being contacted by a deputy on foot patrol shortly before 1 p.m. on July 15. Two of them were additionally cited on suspicion of possessing smoking paraphernalia. The incident was reported in the 700 block of Fourth Avenue. In addition, deputies cited a juvenile for carrying an open container of alcohol at El Portal Street and North Coast Highway 101 shortly before 1 a.m. on May 12. The allegation was reported on July 14 and released to the public on July 15 but no reason was listed for the report's delay. The matters are being referred to juvenile court.
  • Deputies arrested a 47-year-old man on suspicion of battery after deputies were called to the 400 block of Encinitas Boulevard on the morning of July 15. Michael Krawczyk was booked into County Jail in Vista on the misdemeanor complaint. The victim was not injured, according to the summary report.
  • A man reported being robbed of $140 cash in the 900 block of El Camino Real on the evening of July 13. The 18-year-old man reported the incident as an armed robbery but no weapon description was included in the incident report. No suspect information was listed.
  • A 53-year-old woman reported the loss of more than $980 cash after her access card information was stolen. The victim notified authorities of the incident on the morning of July 12 but said the loss occurred sometime on May 31 in the 900 block of Springwood Lane. No suspect information was listed.

  • 200 block of El Camino Real on the afternoon of July 12.

Vehicle theft reported:

  • South Coast Highway 101 at Chesterfield Drive on the morning of July 15. Dark green station wagon valued at $10,000.
